In 1996, the federal government replaced welfare with Temporary Assistance for Needy Families (TANF).  In Georgia, TANF funds direct cash assistance for adult and child recipients, as well as non-cash assistance programs, including child care, work assistance, afterschool services, transportation, mental health, and child protective services.  For fiscal year 2009, Georgia will spend 56 percent of TANF funds on child protective services and other child welfare related services, such as adoption services and foster care.

State Directs Majority of TANF Funds to Child Welfare Despite Rise in TANF Recipients for FY 2011

Georgia has 13.7% cumulatively less TANF funds than it had to use for families struggling to make ends meet prior to the Great Recession. Even with less available funding and rising poverty, policymakers continue to use 60% of TANF funds to replace state funds for child welfare-related services while cutting TANF funds from state programs that directly satisfy its core self-sufficiency purposes.

Highlights of the House’s FY 2011 Budget Proposal for the Dept. of Human Services

The House of Reps’ FY 2011 budget proposal cuts the Department of Human Services budget by an additional $11.4 million over the governor’s January proposal. DHS now faces a $33 million cut in state General Funds for FY 2011 compared to this year’s enacted budget. This is a 6.1 percent cut on top of several years of cuts to the department, which includes services for child abuse protection and the elderly.

FY 2010 Budget for the Dept of Human Services and Dept of Behavior Health/Developmental Disabilities

State lawmakers cut the FY 2010 general fund budget for the DHS by $112.3 million (18.1 percent) and the DBHDD by $118.6 million (14.7 percent). These severe cuts are lessened federal stimulus funds – $ 19.6 million for DHS and $65.1 million for DBHDD. DHS also uses $27.4 million in federal TANF funds to replace state funds.
